What is the Women-Owned Small Business (WOSB) Procurement Program?
5% of all prime contracts should go to small business concerns owned by women according to The Federal Acquisition Streamlining Act of 1994 (P.L.103-355) (FASA). The WOSB Procurement Program has a required goal set by law, but there are no set-aside procurement programs or incentives for awarding a contract to a woman-owned small business. SBA is actively working to foster women's share of the Federal marketplace. At SBA we are implementing initiatives that will help increase women's share of the Federal procurement dollars, and we are actively searching for new and innovative methods. Because of the 5 percent procurement goal for women established by FASA, agencies have a strong incentive to look for qualified women-owned businesses when filling contractual needs. Most federal agencies have designated a point of contact for women business owners in the Offices of Small and Disadvantaged Business Utilization (OSDBUs). These contacts, or the OSDBUs, can help you determine the appropriate procurement personnel to whom you should market. You can find a listing of these at:

Do I Need To Get Certified?
The federal government does not require that your business be certified as a woman-owned business, as there are not specific set-aside programs for women. They do have a goal of giving a certain amount of government contracts to women-owned businesses, but you can "self-certify" that your company is woman-owned. But prime contractors who give out sub-contracting opportunities may require an official certification. The Women's Business Enterprise National Council is one of several non-profits that certifies a business as women-owned. They state that this certification can be an important marketing aspect for your company. Many corporations are striving for diversity in the procurement process. To become certified, your business must go through a rigorous process, and there are some fees involved. In addition the Council offers a wealth of sourcing tools, and a database of certified women's businesses for use by purchasing managers. They state that over 700 companies and government agencies rely on this certification. Start A Business While On Unemployment
Self-Employment Assistance is designed to encourage and enable unemployed workers to create their own jobs by starting their own small businesses. States can pay a self-employed allowance, instead of regular unemployment insurance benefits, to help unemployed workers while they are establishing businesses and becoming self-employed. Participants receive weekly allowances while they are getting their businesses off the ground. This is a voluntary program for States and, to date, Delaware, Maine, Maryland, New Jersey, New York, Oregon and Pennsylvania have Self Employment Assistance programs. The State Workforce Agency web sites for these states can be accessed at:

Individuals who have been permanently laid off from their previous jobs and are identified as likely to exhaust regular unemployment benefits are eligible to participate in the program. Individuals may be eligible even if they are engaged full-time in self-employment activities - including entrepreneurial training, business counseling, and technical assistance. Help For The Small Business
A microenterprise is generally thought of as having 5 or fewer employees, and requires less than $35,000 in initial capital. According to the Association for Enterprise Opportunity (AEO), there 24 million microenterprises in the United States, representing 87% of all businesses. Some of these businesses provide a service, while others sell products. AEO member organizations offer programs for entrepreneurs that provide the support they need to grow and develop. Services vary from organization to organization, but they can provide business training, microloans, technical assistance, access to markets, and asset development. Child Care Funding
Do you want to start a day care at home or open a day care center? There is a variety of funding opportunities available, as well as licensing and regulation information. Money For Low-Income People To Start Business
The Job Opportunities for Low-Income Individuals (JOLI) is a program whose purpose is to create new jobs to be filled by low-income individuals. The ultimate goal is economic self-sufficiency.
A minimum of twenty percent of the total JOLI funds must be used toward the provision of direct financial assistance to participants. Financial assistance may be provided through the use of revolving loan funds or the provision of direct cash assistance to a micro enterprise or self-employed business owner. Beneficiaries are TANF recipients and other low-income individuals whose income level does not exceed 100 percent of the official Federal poverty guidelines. Organizations receive funding for JOLI then distribute the funds to individuals. Training is Key
Training is the business buzzword for the year. Almost every state has money to help companies in their state train new or existing employees. Most of it is in the form of grant money that you don't have to pay back. States like Connecticut, Tennessee, and Kentucky will give grants from $3,000 to $25,000 to train your employees. Some states will pay for 50% of your costs. And in Louisiana and Iowa you can send your employees to the state's vocational schools and community colleges for free. The federal government will contract in excess of $80B to small businesses in the next fiscal year.
There are over 50 agencies or "Departments" in the federal government. Each of these agencies has a statutory obligation to contract from small business for over 20% of everything it buys.

Contracting officers must file reports annually demonstrating they have fulfilled this requirement. Not fulfilling the requirement can put agency annual funding in jeopardy. Small business has a motivated customer in federal government contracting officers and buyers.

Large business, under federal procurement law, must prepare and submit annual "Small Business Contracting Plans" for approval by the local Defense Contract Management Area Office (DCMAO) nearest their headquarters. These plans must include auditable statistics regarding the previous 12 month period in terms of contracting to small businesses and the goals forecast for the next year.

The federal government can legally terminate a contract in a large business for not meeting small business contracting goals. Approved small business plans must accompany large business contract proposals submitted to federal government agencies. Small businesses have motivated customers in large business subcontract managers, administrators and buyers.

There are set-aside opportunities available for small entities,veterans, disabled veterans, women and minorities. All it takes is navigating the system, persistance, asking questions, registering, marketing, teaming and working hard.

Small Business America is good at that.

To succeed in government contracting, you've got to get beyond process to understanding the problems you solve, and how to connect with the people you need to meet.

That's why I started the Facebook Group Women in Government Contracts, as another way to build those connections. Log on and join!


There's no obviously easiest path to business, just harder and easier. The most important thing is to start with questions that only you can answer. The best path to "Easier" is to think through things like:


- what's your core competency -- the thing you do or provide that your clients love you for -- and why/how is it different from everyone else's that a buyer might consider instead of yours?


- which government departments, agencies, offices might want what you offer? - what are those agencies' buying forecasts? (do you know where to find those?)

- which of them have the best track record in seeking woman-owned small business suppliers even though there is no setaside?

- who's doing the buying and influencing? (Do you know how to find that out?)

- how do they buy -- what kind of acquisition method and contract vehicle?

- who are they already buying it from now -- that is, who are your competitors? (there are free web sites where you can research this, too!)

- where can you meet the people you need to meet? Do consider attending an ASBC "Business over Breakfast" (check out www.theasbc.org), where Chief Visionary Guy Timberlake and President Maggie Timberlake will welcome you and help you to start making connections right away. I can't speak highly enough of them.

Most importantly, there's no entitlement to win anything, no matter what kind of preference your company might be eligible for. Just hard work and no promises on a long journey for those who research the process, the people, the best practices, and the opportunities. So you want to think hard about what it will take you to pursue this business. You're going to spend time and you're going to spend money -- including up front, when you're researching and planning. It's probably going to take 12-18 months to win your first contract; it might be less, but people usually say it takes 18-24 months to turn a consistent profitable return on the time and money you invest to win government business.
